When you exceed the maximum number of simultaneous executions, then the script will be in wait state.

For instance, when the CPU load or the disk and network load is high and if you compare it with the case when the load is low, it might take time to process the script.
When the load is high on the memory, insufficient memory will outbreak in DataSpider script and DataSpiderServer might be stopped.
